And for that, we need strong, proactive leadership. We are looking for an experienced and ambitious finance leader to join us as our Assistant Chief Financial Officer – Revenues, Assessments and Payments. In this role, you will oversee the performance of the Revenues, Assessments, Payments and Finance Systems service and the delivery of high quality strategic aims, and assist both the Director of Finance and the Corporate Director for Resources in fostering the council’s desired culture and objectives.

Salary up to £97,650 per annum

About the role

Working closely with Members and Corporate Management, you will be an active member of the Finance senior leadership team with collective responsibility for the managerial leadership of the function. In this role you will: 

  • Develop and drive the long-term strategy and continuous improvement program, enhancing debt performance and collection while reducing the need for doubtful debt provision
  • Improve the performance of Financial Assessments and Deputies, enhance the performance of Accounts Payable, and optimize and consolidate Finance systems
  • Ensure the Council’s financial practices comply with statutory regulations and legislation, maintaining high standards of corporate governance and financial control
  • Analyse the financial climate and market trends to create strategic financial plans for the Council
  • Interpret complex financial information and provide necessary updates and information
  • Manage the financial and procurement framework, coordinating council-wide financial tasks such as corporate financial performance reports
  • Balance the Council’s corporate interests with local service needs, ensuring compliance with all financial, statutory, and constitutional requirements
  • Provide technical advice and support to the Council on issues related to the area of control
  • Deploy appropriate resources in support of major corporate and service projects and initiatives
  • Implement GDPR transparency requirements, including Privacy Notice, Subject Access Requests, and Data Protection Impact Assessments

The ideal candidate will possess substantial experience in delivering financial services within a large, complex authority and the ability to work at scale. An adaptable, transparent approach is a must, and you will use your ability to influence and collaborate with council colleagues and partners to drive transformational change, develop the culture, deliver our aspirations, and achieve the aims for Buckinghamshire.
