Head of Research & Intelligence Unit

Join our new organisation to lead a Research and Intelligence Unit that will inform the transformation of a whole region.

The role is available immediately on a permanent basis, or on loan or secondment.

Your role in elevating the East Midlands

Our new Head of Research & Intelligence Unit will provide a central function that delivers support across EMCCA’s work. Under your leadership, it will enhance the effectiveness of the organisation and increase its impact through the various interventions it oversees. We want the Unit to be an expert source of evidence, data and intelligence on the region, on which EMCCA teams will draw to inform strategy and policy development.

You will provide strong leadership to a small team and to a network of colleagues based within EMCCA teams in roles working in analytical and related roles. The goal is to maintain an ongoing cycle of work to develop our evidence base, whilst responding to ad hoc requests as needed by the Mayor, EMCCA Board and EMCCA team. Your team will also provide professional leadership of initial priorities which will include building and maintaining a system of data collection and conducting primary research to understand our residents, businesses, communities and stakeholders. Over time, you will assist in developing regional or corporate strategies and policies, based on your team’s evidence and analysis. Your influence will grow through providing evidence-based recommendations on potential opportunities and risks to EMCCA and regional policymakers.        

Your profile

  • A proven track record of delivering functions relating to strategy, policy and reform in a combined authority or similar organisation.
  • Experience of developing and implementing evidence-based economic strategies and policies.
  • The ability to manage change effectively within a political and sensitive environment.
  • The ability to conceive and delivery projects of work at speed and in challenging or complex stakeholder environments.
  • Evidence of building strong, successful and enduring cross-sector partnerships and relationships with key stakeholders.
  • Demonstrable knowledge and interest in devolution and/or regional policy.
  • Understanding of debates around the reform of public services in local government.
  • A track record of leading, managing, growing and developing high performing teams.
