Highways Development Control Manager

A permanent opportunity has arisen within the Highways Development Control Team.  We are seeking to appoint an experienced manager with a proven track record of working in a complex Network Management environment.  Highways Development Control sits within the Network Management function that is part of the Councils Highways & Infrastructure service, within its Neighbourhoods directorate.

The Council has significant regeneration plans which are being driven by strategic objectives to improve the borough and outcome for its residents.  The management of the Highways Development Control function is fundamental in facilitating the Council’s regeneration ambitions and delivering improvements.

Your role will be critical in managing the Highways Development Control team in their day-to-day activities in accordance with its statutory requirements.  You will act as lead Highways Development Control officer for the authority on Section 38, 106 and 278 agreements and support the Councils Local Plan and future regeneration strategies.  You will be responsible for the management and assessment of the transportation and highway impacts of development proposals, to provide a safe road network that operates both efficiently and effectively and facilitates high quality sustainable development and ensure that new highway infrastructure is capable of being adopted.

The role will play a significant part in ensuring that the service responds effectively to the needs of local communities and other stakeholders; strong leadership and communication with internal and external stakeholders is key.

The successful candidate will have an HNC in Civil Engineering qualification, or an equivalent academic qualification in a traffic or highway engineering or a related discipline, and will have significant detailed knowledge and professional experience of the following:

  • Highways Development Control policies, processes and agreements including S38 and S278 at a senior level.
  • Assessing the transport impact of major developments and preparing reports to ensure proper developer contributions to transport infrastructure improvements.
  • Negotiation and collaboration with developers, contractors, external agencies, and other local authorities.
  • Understanding civil engineering design standards, practices, and relevant guidance.
  • Working effectively with Councillors, senior officers, members of the public, private organisations, transport, and other service providers.
  • Commercial and financial awareness, generating income and maximising funds and can manage financial and human resources within a multi-disciplined engineering service.
