The Audit and Governance Committee provides a key source of assurance on the Council’s audit and corporate governance arrangements. Specifically, the Committee is responsible for the council’s internal and external audit activity, risk management, maintaining an effective control environment, treasury management, financial accounts and wider corporate governance matters.
We are looking to appoint an independent Chair to the Audit and Governance Committee, ideally someone with a finance, accountancy, corporate governance, risk management or audit background. You must be able to analyse and discuss complex information and act impartially at all times. You would be expected to chair meetings of the Audit and Governance Committee (approximately four to six a year) in a non-voting capacity, and bring an informed and independent perspective to the Committee.
As the Independent Chair, you you will be expected to use your specific skills, specialist knowledge, and experience to help the Committee to undertake its role and you will also bring an element of external challenge and support. You will have knowledge or experience of local government and the ability to establish good working relationships with Councillors and managers. You will need to be objective, impartial, have high standards of integrity, be politically neutral with an ability to analyse and understand information.
You will need to attend formal meetings of the Audit and Governance Committee in person, ensuring that meetings are properly conducted and that all views are heard, and issues considered. For each meeting you will need to scrutinising Committee papers in advance to be familiar with issues to be discussed.
As well as an Independent Chair, the Audit and Governance Committee has nine elected members of the Council and a second independent member. Subject to ratification by North East Lincolnshire Council, an indicative annual allowance of £4500 has been suggested for this role.
