We are recruiting 4 Environmental Enforcement Officers to join our Environmental Enforcement Team. This is a key frontline role responsible for responding rapidly to incidents of environmental concern, undertaking investigations, and taking enforcement action to protect and improve Sandwell’s local environment.
About you
We are looking for an enthusiastic, confident, and motivated individual with a strong background in regulatory or enforcement activity. You will need:
- A relevant qualification, plus two years’ post‑qualification experience working within an environmental enforcement, or regulatory setting.
- Experience taking enforcement action relating to environmental health issues, including issuing Fixed Penalty Notices and pursuing prosecution where appropriate.
- Experience preparing and presenting case files for enforcement and prosecution, with a clear understanding of evidential requirements and relevant case law.
- The ability to effectively manage and communicate with customers who may be difficult, confrontational, or distressed, always maintaining professionalism.
- Strong knowledge of Environmental Health functions, relevant legislation, and associated powers, such as:
- Environmental Protection Act 1990
- Clean Neighbourhoods and Environment Act 2005
- Anti-social Behaviour, Crime and Policing Act 2014
- Waste (England and Wales) Regulations 2011
- Criminal Justice Act 1967 (Section 9 Witness Statements)
- Prevention of Damage by Pests Act 1949
- Public Health Act 1936
- Statutory Nuisance
You must be able to work independently, make sound decisions based on assessments, interpret legislation confidently, and manage competing demands in a fast-paced environment.
Although most work is undertaken during core hours, you will be required to work flexibly, including evenings and weekends, to support service delivery.
A full driving licence, access to a vehicle, and business use insurance are essential as the role requires travel across the borough.
The Role
As an Environmental Enforcement Officer, you will:
- Respond rapidly to reports of environmental concern from residents, elected members, senior managers, and partners.
- Assess incidents and determine the most appropriate course of action, including enforcement action such as issuing Fixed Penalty Notices or progressing to prosecution.
- Lead on the preparation of prosecution files, ensuring they meet all evidential and legal requirements.
- Interpret and implement relevant legislation, codes of practice, and council policies.
- Conduct on‑site inspections, prepare detailed reports, and maintain accurate records.
- Deliver advice and guidance to residents and businesses on compliance with environmental legislation.
- Support service-wide awareness campaigns and education initiatives aimed at reducing environmental offences.
- Attend meetings, contribute to team discussions, and participate in training and professional development.
This is a varied and challenging role, requiring decision‑making, communication skills, and a commitment to high-quality service delivery whilst maintaining a high case load.

You will be part of a busy, supportive, and forward-thinking Environmental Enforcement Team within the Public Protection & Community Safety service. The team works closely with:
- Environmental Health
- Waste and Cleansing teams
- Community Safety
- Legal Services
- Other council departments and external partners
