Help deliver the infrastructure that supports a growing borough

The Royal Borough of Greenwich is seeking two Planning Obligations Officers to join our Planning Obligations Team at an exciting time of change and growth.

These roles will play a key part in administering, monitoring and reporting on developer contributions, with a particular focus on the Community Infrastructure Levy (CIL) and the introduction of the Building Safety Levy. The successful candidates will help ensure that funds generated through development are collected, managed and invested effectively to support local infrastructure, communities and neighbourhood improvements.

Working within a specialist team, you will collaborate with Planning, Finance, Legal Services, developers and other stakeholders to ensure compliance with legislation, maintain robust monitoring systems and provide high-quality financial and performance reporting.

About the role

You will:

  • Administer and monitor developer contributions, including CIL, Section 106 agreements and the new Building Safety Levy.
  • Ensure compliance with relevant legislation, regulations and legal agreements.
  • Monitor developments and developer obligations, including invoicing, payment tracking and enforcement activity where required.
  • Prepare financial monitoring reports, returns and performance information for officers, elected Members and the public.
  • Maintain accurate records, audit trails and monitoring systems.
  • Provide advice and guidance to developers, consultants, residents and internal stakeholders.
  • Support the continued improvement of systems, processes and reporting arrangements.
  • Help ensure that developer contributions are used effectively to deliver infrastructure and community benefits across the borough.

About you

We are looking for motivated and organised individuals who have:

  • Excellent numeracy, analytical and communication skills.
  • Strong attention to detail and the ability to manage complex information accurately.
  • Experience of working with financial data, monitoring systems and performance reporting.
  • Advanced IT skills, particularly in Excel and data analysis.
  • The ability to manage competing priorities and work to deadlines.
  • A collaborative approach and excellent stakeholder management skills.

Experience of working within planning, local government, developer contributions, CIL, Section 106 agreements, development management, finance or a related field would be advantageous.

Knowledge of the Community Infrastructure Levy, planning obligations and emerging developer contribution regimes, including the Building Safety Levy, would be particularly beneficial.
