Are you an experienced commissioning, contracts, or finance professional with a passion for improving services through robust governance, data insight, and effective partnership working? We are looking for a dynamic Commissioning Manager (Payments) to join our Adult Social Care Commissioning Team and lead the development and oversight of provider payment assurance across commissioned services.

This is an exciting opportunity to shape and strengthen payment processes, improve data quality and reporting, and ensure contractual arrangements are translated into accurate, timely, and auditable provider payments that support high-quality adult social care services.

About the Role

  • As Commissioning Manager (Payments), you will provide strategic and operational leadership for the payments function within the Contracts Team, ensuring provider payments are accurate, timely, and aligned with contractual requirements.
  • Working closely with Finance, Contracts, Brokerage, Business Intelligence, operational teams, and care providers, you will lead on the development of robust payment assurance processes, strengthen governance arrangements, and use data and insight to drive continuous improvement.
  • You will play a pivotal role in resolving complex payment issues, improving reporting and financial oversight, supporting commissioning priorities, and ensuring that contract and payment data supports effective decision-making and market management.

Key Responsibilities

  • Provide leadership and oversight of the payments function, ensuring continuity, resilience, and high-quality service delivery.
  • Lead the resolution of complex and escalated payment issues, working collaboratively with colleagues across commissioning, operations, finance, brokerage, and provider organisations.
  • Ensure payment processes are robust, transparent, and aligned with contractual requirements, governance frameworks, and organisational expectations.
  • Oversee payment activity across relevant systems, ensuring accuracy, consistency, auditability, and compliance.
  • Lead initiatives to improve the quality, integrity, and management of contract and payment data.
  • Work collaboratively with Finance and Business Intelligence colleagues to strengthen reporting, financial assurance, forecasting, and performance oversight.
  • Develop and embed effective processes and escalation routes between payments, contracts, brokerage, operational teams, and providers.
  • Support the implementation of provider fee uplifts and contractual changes, ensuring amendments are accurately reflected within systems, contracts, and payment mechanisms.
  • Use data and insight to identify trends, risks, and opportunities for improvement, supporting strategic commissioning and market oversight.
  • Promote a culture of continuous improvement, identifying opportunities to streamline processes, reduce delays, and improve the provider payment experience.
  • Provide expert advice and support on payment assurance, contract management, and commissioning-related governance matters.

About You

  • You will be a confident and analytical commissioning professional with experience of working within contracts, payments, finance, performance, or commissioning environments. You will have:
  • Significant experience in commissioning, contract management, provider payments, financial assurance, performance reporting, or a related field.
  • A strong understanding of commissioning and contract management principles within a complex organisational environment.
  • Experience of working with large datasets and multiple systems to analyse information, identify issues, and support decision-making.
  • Strong knowledge of governance, assurance, and audit requirements relating to contracts and payments.
  • Excellent stakeholder management skills, with the ability to work effectively across organisational boundaries and build productive relationships.
  • Experience of leading service improvement activity and implementing process changes.
  • Strong analytical and problem-solving skills, with the ability to resolve complex operational issues.
  • Excellent communication skills, with the ability to present complex information clearly to a range of audiences.
  • A proactive and collaborative approach, with a commitment to delivering high-quality outcomes and continuous improvement.
