An ambitious, innovative council where Adult Social Care is central to shaping the future of the borough.

Telford & Wrekin is one of the fastest growing places in England, a borough where ambition, innovation and community sit side by side. As our population grows and ages, and as needs become increasingly complex across disability, mental health, neurodiversity and ageing well, Adult Social Care is central to the council’s future direction and impact.

We’re now seeking an outstanding leader to join us as Director of Adult Social Care (DASS). Reporting to the Executive Director Adult Social Care, Housing and Customer Services, you’ll lead a broad and diverse portfolio spanning: prevention and enablement, older people and physical disability, learning disability and autism, mental health, safeguarding, hospital discharge and admission avoidance, carers, commissioning and provider quality, and our in-house service, My Options.

Our services were rated Good by the CQC in November 2024, with particular recognition for co-production, leadership and innovation, including the use of assistive technology to support independence. With the outcome of our recent CQC assessment expected in October, the incoming Director will also benefit from a clear and current view of the service from the outset. While performance is strong and on an upward trajectory, our ambition is one of continuous improvement.

You’ll be responsible for ensuring financial sustainability, while leading a major transformation programme across Adult Social Care. You’ll prepare the service for future phases of CQC assurance, lead the development of strategic plans for key areas including learning disability and mental health, and drive continuous improvement in performance and outcomes across the system. You’ll also play a key role in developing neighbourhood-based, preventative approaches to health and care, and in embedding digital and assistive technology innovation as part of a forward-looking service model.

This is a role that requires both strategic leadership and operational grip. You’ll work across a highly integrated system with strong relationships with health, housing, the voluntary sector, and you’ll play an important role in regional and national networks. Collaboration is a defining feature of how we work, and Adult Social Care sits at the heart of our “One Council” approach.

You'll be an experienced and ambitious adult social care leader, capable of navigating complexity, driving transformation and delivering excellent services. You'll combine strong strategic and operational leadership with the ability to build trusted relationships across health, care, housing and wider council services, bringing partners together to improve outcomes for residents. Financially astute and performance-focused, you'll balance innovation, prevention and sustainable service delivery while maintaining a relentless focus on continuous improvement. Passionate about creating independence and embracing new ways of working, you'll lead a service that strives for the best possible outcomes for our residents. Adaptable, resilient and politically aware, you'll inspire confidence, develop talent and help shape the future of Adult Social Care in Telford and Wrekin.

In return, you’ll join a supportive and ambitious council with a visible and engaged leadership team, strong political backing, and a culture that is collaborative, open and focused on delivery. This is a role with real scope to shape services, influence system-wide change, and make a lasting impact on the lives of residents.
