About the Role

Royal Greenwich is seeking a strong leader to be our Head of Programmes and Public Realm to manage strategic improvement and public realm developments.  This includes leading transformation efforts and key strategic projects, as well as delivering the Sustainable Transport Funded schemes.

The job entails acting as the Directorate Manager for policy and programme delivery, overseeing the continuous improvement through strategic planning, effective resource management, and technology utilisation. This involves collaboration with partners, meeting targets within budget, and managing a team of multi disciplinary skills.

Responsibilities include key Project and Programme delivery as well as Public Realm infrastructure which includes, Street Lighting, Structures, Drainage and Electric Vehicle Charging infrastructure. Flood and Water Management. Delivery of Neighbourhood Management Schemes, School Streets, Strategic Cycle Network Development, Sponsorship and Communications.

The role involves recruiting, training, and leading staff dispersed across different locations, fostering a skilled and adaptable workforce. Additionally, the manager must prioritise service standards, manage budgets, and ensure performance management and service improvement. This job is also responsible for managing contracts, data security, risk assessment, and business continuity.

About You

We’re looking for a strong and highly motivated leader, who is a team player with energy and a strong commitment to probity, honesty and openness, treating people consistently, fairly and with respect.

Experience must include programme and project implementation, leading on policy changes/improvements, sponsorship and delivering major projects and bringing the service in to a new approach.

You’ll have comprehensive knowledge of the environmental and regeneration issues facing the borough and an excellent understanding of the political interface in a local authority.  You’ll have the ability to interpret, model and articulate a strong strategic vision for service quality and continuous improvement.

Able to understand complex policy issues and present them to a range of stakeholders, you’ll be a strategic thinker with the ability to create, lead and deliver innovative solutions.
