We have an exciting opportunity to join Sheffield as a Senior Officer in the Housing & Neighbourhood Service managing our 39, 000 council homes and providing safe and warm homes and giving an excellent service to our customers.    

The job role will include -

  • Responsible for building surveys, condition assessments and specialist surveys such as EPC’s, Asbestos and HHSRS including recording accurate dimensions in accordance with industry standards and to identify where properties do not comply with relevant legislation or standards.
  •  Delivery of a contract administration service of the operational delivery of our domestic programmes of work.
  • Implementation and monitoring of on-site quality assurance, defect inspection and handover procedures in line with Sheffield City Council policy and procedures.   This will include issuing site instructions, variations and offering competent, sound technical advice.
  • Participation as a member of a multi-disciplinary team responsible for delivering (but not limited to) contract administration service, operational delivery of disrepair management and permissions by customers to make alterations to their homes.
  • Carry out joint inspections with Neighbourhood Officers offering assistance and guidance on matters relating to repair work and improvements to properties.  
  • Undertake inspections and surveys, prepare, produce and present technical and non-technical reports and designs including the making of recommendations and remedial actions.
  • To visit clients in their own homes and other properties to carry out general surveying as part of contract administrative duties and assess / diagnose what improvements may be required to a property.
  • Attend and provide evidence in court cases as a representative of the Council.
  • Be responsible for effective consultation and communication, both formally and informally, with tenants, contractors, elected members and colleagues. This may also include liaising with emergency services and other external stakeholders.

The role will require attendance, reporting to and active participation at but not limited to local project groups, working groups and progress meetings.

The Successful Applicant we are looking for will be -

  • Able to deal with contractors, other agencies and have good customer care skills and visit sites and customers homes.
  • Able to demonstrate a positive attitude to work, feels brave about brainstorming new ideas, and makes people feel excited to go to work with their colleagues.
  • Able to undertake property condition and dilapidation surveys and make recommendations on work requirements.
  • Be a team player who is organised, and is calm under pressure.
  • Able to produce high quality reports that diagnose investment and repair requirements with recommendations to senior managers and are able to be presented in County Court.
  • Be a witness for the Council in cases that progress to County Court, giving evidence in court on required work requirements.
  • Ability to lead and participate in consultation with customers where required.
  • Must hold; An appropriate trade qualification, such as City and Guilds together with ONC in a related building construction / surveying subject or be able to demonstrate an equivalent level of knowledge and capability based on 5 years practical experience.

The team are based at Solpro Business Park, Attercliffe, Sheffield.  There is a requirement for the postholder to carry out site visits to customers’ homes and properties across the city.  The team work a hybrid model and this post will spend 80% working out on site with the remainder of time either working in the office or remotely at home.
